University Autonomy and Transparency: Access to public information and accountability. accountability. Comments on the Mexican case
Abstract
In this text, it is tackled the legal foundation, concept and significance of university autonomy principles and transparency, in order to talk about the connection between information rights and accountability. In general terms, the university autonomy is defined as the universities capacity of self[1]manage their own rules in their own Organic Law frame and denominate their own authorities-, in order to determinate their own plans and study curriculums, all of this in academic and investigation freedom settings, but also to administrate their heritage freely. Transparency is a theme that had faced enormous resistance, since its beginning. México migrated from information culture of current civil employees (people who were not available to share information) to a new context in which all civil society had the same right to know and to participate of this information.
