Abstract

When the Treaty of Amsterdam (May 1999) came into force, immigration policy fell under European Union jurisdiction. The Tampere Summit of October 1999 set out objectives for the development of Community immigration policy and legislation. Since then, the European Commission has presented several proposals in order to draw up legislation on issues such as the regulation of migratory flows, the rights of third country citizens, the fight against illegal immigration, and so forth. Many aspects of these proposals point towards an improvement in the rights of immigrants and their treatment. However, more than two years have elapsed since the Tampere Summit and very few of these proposals have actually been approved by the Council of the European Union. The EU member State policies do not seem to fall in line with what the European Commission is designing.
