Trade Unionism and Social Dialogue in Brazil and Spain in the 21st Century
Abstract
This article analyses the scope and limitations of the social dialogue strategy adopted by Brazilian and Spanish trade unionism in the 21st century. It does so by focusing on the relationship between the most representative trade union organisations in Spain (Comisiones Obreras, CCOO, and Unión General de Trabajadores, UGT) and in Brazil (Central Única dos Trabalhadores (CUT)) and governments. It argues that, faced with the decline in job quality, the trade union movement has responded with a type of social dialogue, making conflict a last resort, without managing to reverse the spread of precariousness in its new forms.
