The Configuration process of Natura 2000 Network in Spain
Abstract
The approval of the Habitats Directive establishes a European ecological network for biodiversity conservation known as Natura 2000 Network. Spain, as a European Member State, takes part in its configuration contributing with a high percentage of the national surface. The natural variety existing among the different Spanish territories, the responsibilities distribution and the regional socioeconomic differences have resulted in varied action lines for the creation and future management of Natura 2000. The present article shows the main results obtained from the comparative analysis at the regional level regarding the Natura 2000 process and identifies the relevant aspects to come into operation: legislation, planning and public participation. The information was compiled from members of the public administration for a total of 11 Autonomous Regions. A case of study in the Autonomous Community of Madrid is also presented in order to assess the territorial consequences of a specific area pertaining to the Natura 2000 Network.L'adoption de la directive Habitats est à l'origine de la configuration d'un réseau de zones pour la conservation de la biodiversité au niveau européen appelé Réseau Natura 2000. Éspagne, entant que pays communitaire, participe à la configuration du réseau avec une grande partie de la surface national. La diversité naturelle des territoires espagnoles, la structure d'attribution des compétences dans notre pays et les différences socio-économiques régionales ont conduit à une grande hétérogénéité des situations dans la constitution et gestion future du Réseau. Cet article montre les résultats de l'analyse comparative au niveau régional, en identifiant les aspects les plus importants pour leur mise en place : la legislation, l´aménagement et la participation publique. Il s´appui sur des entretiens faites aux techniciens de 11 Communautés autonomes.
