Abstract

The international cooperation system is in a change process. New actors assume a increasing role in the development aid framework. Gulf monarchies such as Saudi Arabia, the United Arab Emirates, Kuwait or Qatar become emerging powers in this international relations sector. The paper analyzes the relevance of Gulf countries donors and their impact on the international cooperation scenary. The research discusses the goals behind its policies, as well as the priority regions in receiving its aid programs.
