El rol de la cooperación internacional en el proceso de descentralización en el Perú
Abstract
New chances of improving the living conditions of most Peruvians turned up with the election of a new democratic government in 2000 while posing, at the same time, challenges to the international aid channelled to Peru. In this framework, decentralization becomes a priority. The article focuses on the role of the local level in promoting democratic participation and outcome evaluation, the international aid system having accumulated much experience in this field in Latin America. At the same time the author deals with the impact of external aid in the process of decentralization taking place in Peru and posses several questions regarding the role of aid to promote or hinder decentralization and the difficulties faced by the regional governments in the management of development co-operation.
