Los problemas estructurales de la cooperación española para luchar contra la pobreza: el caso de Bolivia
Abstract
The Spanish Official Development Assistance suffers from serious structural problems in its goal to fight poverty, the main obstacle being the submission to the foreign and commercial policy, but also its enormous institutional complexity. Both circumstances explain the ODA’s deficient strategic management, the tradition to support dispersed projects and programs, the weak coordination mechanisms, the obsession with visibility, and its limited capacity for self-criticism. All these factors have been illustrated in the current bilateral programs in Bolivia, specially with the Aid Development Fund. The article concludes with a reflection on the necessity to impel a reform, not only technical, but also institutional of the Spanish cooperation.
