Abstract

Spanish decentralized cooperation has contributed to the whole sphere of cooperation through a sustainable growth mainly from its difference. From the autonomy that leads to direct practices through international networks and alliances with a high qualitative value. And, at the same time, the need of a common vision structure that has led us to a constant loop of little effective coordination, is generated.
