From the migration-development nexus to the humanitarianism-development nexus in Europe. Reflections from the Ukrainian case
Abstract
This article analyses the role of the Humanitarian-Development nexus (HDN) in the field of managing the mobility of people seeking protection in Europe. We start with a historical analysis of the configuration of the migration-development nexus and its transition to the HDN within the framework of European migration and asylum policies. Next, driving on the Ukraine humanitarian crisis, we analyse how humanitarianism operates as a first stage of the HDN in the field of asylum in Europe and in Spain, focused on the reception of the Ukrainian population displaced after the Russian invasion in February 2022. This allows us to understand the political, symbolic, and cultural logics that guide the humanitarian construction of refugee management.
