South-South cooperation in Latin America in times of pandemic
Abstract
The present work seeks to evaluate the quality of Latin American cooperation in 2019, its intensity, modes, and prioritized areas, in order to understand the state of multilateralism in the region, prior to the outbreak of the pandemic. By doing this analysis, this paper seeks to provide indicators of what the responses of Latin American countries to the COVID-19 health crisis would be like in 2020 and the tools that regional countries had to deal with it. For this, it will highlight trends, changes, and continuities in Latin American cooperation between 2007 and 2019, with special focus on this last year. The paper is based on the 2020 Report on South-South and Triangular Cooperation in Ibero-America carried out by the Ibero-American General Secretariat. The data was analyzed through the commitments made during the Bandung, BAPA and BAPA+40 Conferences.
