Human mobility on the Mexico-Guatemala border: between state management and local practices, reflections on the construction of governance

Abstract

The paper discusses the double character presented by the management of human mobility in localities of the Mexico-Guatemala border. It describes and analyzes the coexistence of two logics that influence and affect each other in a dialectical relationship. The first that is imposed through the action and apparatus of the State, while the second is exercised through daily practices that stimulate exchanges between the inhabitants of the border cities of Mexico and Guatemala and that, therefore, have a cross-border character. For our analysis, we propose calling the first “State management” and the second “local practices”.
