Abstract

The Amsterdam Treaty, since its entry into force, gave competences to the European Union in migratory matters, with migration being included in the First Pillar juridical framework. In addition, Amsterdam Treaty incorporates the Schengen acquis to the European Community. This paper illustrates, firstly, although the two main vectors of immigration policy are control and integration policies, the European Union´s immigration policy has three axes2. The third axis is the elimination of causes that promote migration from origin countries though development cooperation. Secondly, the complexities of fighting irregular immigration, fight against illegal immigration is priority in the European Union´s migration policy. And finally, the costs of restrictive migratory policies, it is demonstrated that a more flexible position in the regulation of migration flows, without arriving to full freedom, could lead to important gains.
