Abstract
During the 1990s, the Russian military goods industry underwent a profound restructuring. This process reoriented the industry away from military toward civil demand. During the 1990s, foreign demand remained fairly strong, but eventually, the geographical dispersion of production facilities and the bureaucratization of the state defence agencies in their different branches took their toll on the industry. The lack of flexibility of the system was its downfall. The hallmarks of the restructuring process are a five-fold increase in military expenditure in the last five years, elaboration of long-term investment programmes in military technology, and concentration on limited number of priority objectives.Downloads
