Abstract

The enlargement has opened the debate on essential matters of the democratic building of the European Union. The process of discussions developed along the last Intergovernamental Conference, concluding with the adoption of the Treaty of Nice, has been the expression of the limits in the ambition for building a political Europe at the same level of complexity than the monetarian Union.
