The complex reality of the identification of Protected Natural Spaces in the Basque Country: the case of cross-border spaces
Abstract
The present work introduces a completely new vision to begin to investigate on a case-by-case basis the possible legal-administrative inconsistencies of the Protected Natural Areas (ENP) that could affect the different ecosystems due to legislative gaps between the autonomous borders. It is part of the Autonomous Community of the Basque Country, but is applicable to the other 16, and also to the European protection zones, the Natura 2000 Network. The complexity of nature, the heterogeneity, requires an exhaustive analysis far from politics. and bureaucracy; and clinging to environmental scientific criteria.
