Abstract

The scientific advance demands the presence of external instances of control to the scientific scope, because the technological development cannot be considered like something neutral. It is for that reason that intelligence and human decision, is due to incline to that a certain technology is sustained in an ideology that will direct to the aims and objectives not to the detriment of others. Science and the technology have allowed the man to reach great goals and satisfaction of needs; nevertheless, also the human being and the world entail to a risk potential in which we lived, taking place the fear of loss of control. However, the power of the technology reaches its true purpose and principle dignity when it occurs to the respect by the man and the Human rights, being an instrument on watch after all the men, otherwise, it would not be an advance but a backward movement, and getting to include related so important points to the Right of People as it is it the cloning and the genetic manipulation of the human beings.
