Abstract

We propose a comparative analysis of the so called “progresses governments” in Latin America taking in account how the social movements, that preceded them and inaugurated their conditions of possibility, had confronted some decisive points. That means: a) their innovation capacity, b) the political interpretation of that innovation that the social movements were able to spread, and c) the ways (successful or not) to present themselves as constituent force to create new institutions and, therefore, to reformulate the links with the previous institutions, but as well the forms that this encounter (or failed encounter) between the power of the multitude and the power devices changes the sign of that relation.
