Abstract

The Agenda 21 lays down a comprehensive plan of action, objectives and applications in areas of human impacts on the environment. It is a dynamic programme with multiple acting parties, changing scenarios, priorities and capacities. the Agenda 21 marks the beginning of a new attitude, that of global cooperation seeking sustainable development, the ultimate possible development for the immediate future of our planet. The City Council of Madrid can and ought to find in the Agenda 21 not just a starting point for development, but the basic framework to reach sustainable development in its county, and even more so since the Villa is the capital city of the Spanish State of Autonomies. The application must be a sample case of Local Agenda 21, open the improvements, but object oriented and fitted to a territory that conforms a complex urban region, inhcritance of a remarkable immigration and of a vegetative population growth increasingly lower.
