Towards an Approach of Inclusive Smart Cities: Web Accessibility of the Main of Spain's main City Councils
Abstract
People with disabilities, despite the evolution of Information and Communication Technologies, continue to face barriers in accessing digital content. This research is based on the hypothesis that Spanish municipalities have not fully implemented web accessibility, despite it being a legal mandate. In addition to delving into the main contributions on disability, web accessibility, and the principles of smart cities, the websites of the 52 most important municipalities in Spain are examined. Although the majority comply with the established requirements, only three have third-party external certifications: Valladolid, Madrid, and Bilbao.
