Perceptions of reciprocity in international development cooperation: keys and contributions from Basque cooperation
Abstract
The Law “Ley 1/2023, de 20 de febrero, de Cooperación para el Desarrollo Sostenible y la Solidaridad Global”, states that the "process (of globalisation) blurs the traditional North-South and donor-recipient division". However, this legal text maintains the categories that have structured cooperation policies in recent decades, such as "developing country" or "recipient countries". Rethinking these categories, this article analyses the idea of reciprocity and gathers different perceptions of Basque international cooperation agents on this issue, in the search for answers to the question: why is reciprocity not a characteristic element of international development cooperation?
