Cambio climático. Perspectivas generales y el papel de España
Abstract
This article examines the implications and the difficulties to implement the mechanisms of the Kyoto Protocol. In trying to direct the different policies to mitigate climate change, Kyoto sets insufficient targets that are in turn sapped by the economic interests of the developed world that see the light in several implementation “holes”. The tuning of instruments such as joint implementation, clean development mechanisms and carbon sinks is prone to have serious consequences for developing countries. There is a need to push forward the scientific basis of these policies, and to set up a fair share of the responsibilities of emissions’ reduction.
