Andalucía y Marruecos: la cooperación entre las dos orillas del mediterráneo
Abstract
The Bilateral Agreement of Cooperation arranged between Morocco and the Andalusia regional government constitutes an outstanding case in point with the frame of the Spanish decentralized politics of international cooperation. The significance of this arrangement is two-fold. From the quantitative point of view, the Andalusia regional government grant represents the higher regional founding provided for the promotion of the Morocco development. On the other hand, the qualitative importance of the Andalusia-Morocco cooperation lies on the endorsement of significant partnership relations, being the case of the Programa de Desarrollo Transfronterizo (PDT). In parallel, the local politics of Andalusia have come to enlarge the cooperative political actuation of the region in the Moroccan territory. Thus, the existence of social, cultural and historical linkages between Andalusia and the Sahara population has backing-up programs of international aid displayed by several Andalusia local governments on Saharan refugees camps.
