Abstract
In the course of 2008, international development cooperation has been stocked between security issues and strategies hosted by the most powerful countries, with the aim to resolve the financial crisis emerged in the United States. In this way, once again we had witnessed the primacy of the political and economic interests of the North, in detriment of the “Global Association for Development”, the fundamental basis for achieving the Millennium Development Goals.
