Kosovo and north Macedonia: from ethnic tensions to upward cooperation
Abstract
For international law, some “silences” can have legal effects that converge in the construction of peace. “Permeability” between states, understood as a positive effect resulting from human flows and their influence on other spheres (mainly knowledge and cultural exchange, governance, and economy) of the relationship between territories, has also contributed to the improvement of relations between North Macedonia and Kosovo. This paper analyses the silences and permeabilities that have allowed a positive evolution from ethnic conflicts and armed confrontation at the beginning of the 21st century to a lasting peace between these two states, which has evolved into active cooperation..
