Mexico and the PABA+40: promoting the governance of South-South Cooperation
Abstract
40 years after the signing of the Buenos Aires Plan of Action for Promoting and Implementing Technical Co-operation among Developing Countries (BAPA), it is pertinent to identify the importance, follow-up process and validity of this important pillar of the so called governance of South-South Cooperation (SSC) that enhances better institutionalization of this activity in Mexico and other countries; which is actually the central purpose of this article. Under the argument that currently SSC is an overflowing melting pot of actions of different magnitude that responds to indistinct political and solidarity motivations, next PABA+40 meeting in Buenos Aires takes special relevance, particularly using the mexican case study as is done in this paper.
