In the lead up to the second High-level United Nations Conference on South-South Cooperation: challenges and opportunities
Abstract
South-South Cooperation (SSC) embodies a broad framework of collaboration among developing countries. Throughout the last decades, this modality of cooperation has allowed our countries to exchange knowledge and build capacities based on horizontality and mutual benefit in a wide variety of topics. Argentina is one of the largest partners in Latin America and the Caribbean, and has accompanied and led this process since the adoption of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries (BAPA) forty years ago. Today, the international community has once again entrusted us to lead a global debate on SSC, by designating us as the host country for the second High-Level United Nations Conference on SSC, to be held in the City of Buenos Aires, from March 20 to 22, 2019. The article analyzes the historical background, institutional development and the current state of art of SSC, highlighting the legacy of BAPA and the challenges and opportunities posed by the adoption of the 2030 Agenda for Sustainable Development and the forthcoming High Level Conference of Buenos Aires.
