Cross-border cooperation as an alternative to the border tensions generated by the productive specialization of soybeans in MERCOSUR

Abstract

The regional integration of MERCOSUR has played a crucial role in the development of the member countries, mainly Brazil and Argentina. However, its productive specialization and immersion in the global value chains of soybeans as a result of the growing demand from China and its leading presence in the region, has deepened the asymmetries between the economies of the countries of the bloc and the transformation in the border dynamics, given that a large part of the effects derived from these commercial exchanges materialize at the borders. For this reason, cross-border cooperation is presented as a path to social cohesion from the local level, since it refers to the agency capacity of subnational entities in bordering territories, taking as an example the case of Santana do Livramento (Brazil) and Rivera (Uruguay).
