Decentralized cooperation in Mercosur: a sight to the border
Abstract
Decentralized cooperation is an inclusive dimension for subnational actors to the international cooperation for development atmosphere, mainly for the South-South Cooperation proposition. Such cooperation provides to Mercosur a positive agenda of actions. It also creates dialogue and strengthens the institutions. Being the integration process more horizontal, common and direct, the frontier between the member states of Mercosur and Brazil becomes as the propitious locus for the integration of subnational entities and for the development of cooperation actions.
