Abstract

 France never managed, in the last six decades of Spanish rule, to secure a position among the commercial partners of the Philippines that was worthy of its status as a global economic power. This article does not aim to analyze the multiple causes of this failure; rather, it sets three more modest objectives: to assess the volume and quality of economic information gathered by the French consuls in Manila; to measure the dissemination of this data within French economic circles; and to attempt to explain the consuls' inability to reverse the course of events.
