Abstract

This article makes a review of the basic conditions of neoclassical economy and its relation with market economy, in order to observe their main limitations, especially with regard to the appearance of negative externalities and their Aceptado: 27/III/2001. * Facultad de C.C. For this purpose, the monopoly affected by approximate rationality case is explained in the first heading under the terminology of those economists called «new keynesians», and, a later stage, a theoretical economy affected by the environmental damage shall be tackled. In this initial proposal it is important to bear in mind the main tools for the environmental policy and the most characteristic problems the market tools need to face, which provide some guidelines to state some more effective tools in order to stop the pollution issue.
