Abstract

Our model of State presents an indefinite and open character. With this situation, the state model would have to be totally regulated in the Constitution, which only can be carried out through a constitutional reform that respects the balance and the harmony between the different powers.

En alemán: Unser Staatsmodell ist von seinem Wesen her unbestimmt und offen. Angesichts dieser Situation muss das Staatsmodell vollständig durch die Verfassung erfasst werden. Dieser Aufgabe kann prinzipiell nur durch eine Verfassungsreform Rechnung getragen werden, die zwischen den verschiedenen politischen Kräften usgleicht und vermittelt.
