We divide this paper into three parts: In the first part, we analyze the public debt and the international financial institutions; in the second part, international economic relations and the Community of Latin American and Caribbean States (CELC); and in the third and final part, we investigate a case study, the public debt in Mexico, with its Law on Income 2009 and 2010 and its Expenditure Budget 2009 and 2010.Downloads
