Las relaciones argentino-chilenas en el ámbito de la defensa y su contribución a la seguridad subregional

Abstract

By virtue of the high complexity of the International System, due to the proliferation of non-traditional actors and nonconventional threats, we must think again which are the most suitable mechanisms to deal with the new world reality. Beyond the concept of new transnational actors and non-traditional threats, this article will make an effort to show that the best way to counteract those negative consequences of the current globalized context is still the result of arranged actions by state actors. In spite of the transnational character of non-conventional threats, whereas the International System finds itself organized in state units, the solution is the result of their joint decision. The so called “new threats” do not recognize traditional borders and their effects are different according to the region where they impact. As a result, although globalization is the defining characteristic of the current International System, it will be shown that the best way to face threats is by an agreed action of countries working in sub regional blocs.In this case, the interest is focused on the Southern Cone sub-region. From there we will try to show the role of the Argentina-Chile relations to constitute a regional security subsystem. In this way, the security ties between Argentina and Chile constitute the hard core from which a system of subregional security should consolidate.
