Abstract

Since our point of view, democratic transitions in Latin American brought important political, economical and social changes. The aim of this article is to emphasize those elements related to institutional reforms and the unequal relationship between democracy and development in the region. I also want to explain some institutional issues that were not well resolved and how them caused the “second wave” of transitions. Countries as Venezuela, Bolivia or Ecuador even approved new constitutions, with new political rules, but it seems not to have gotten important improvements in main aspects of democracy.
