Abstract

Rural depopulation is an increasing socioeconomic challenge, leading to the concentration of resources and population in urban areas, thereby exacerbating poverty and inequality. Globally, traditional public policies have failed to reverse this trend, highlighting the need for more innovative and participatory approaches that address local needs. Social innovation emerges as a key tool by empowering communities to develop autonomous policies, independent of traditional state structures. The case of Valverde de Burguillos, in Extremadura, Spain, demonstrates how social innovation projects can mitigate rural depopulation. Initiatives like 'Envejecer en Mi Casa' have proven effective in maintaining social cohesion and revitalizing the community. This study analyzes the key factors that have enabled Valverde to become a socially innovative environment, aiming to develop replicable solutions for other rural areas facing depopulation. Using a qualitative approach based on 25 semi-structured interviews and data analysis with specialized software, the study evaluates the effectiveness of social innovation initiatives and identifies replicable elements for other municipalities. The results, organized into six categories encompassing 30 key factors, provide a comprehensive view on how to foster social innovation in small municipalities, as well as insights into the risks, opportunities, and replicability of these initiatives.
