Abstract

The aim of this article is to analyze the two sides of South-South cooperation adopted by Brazilian foreign policy between 1993 and 2007. On the one hand the article examines Brazilian foreign policy towards South America: MERCOSUR and South American cooperation in broad terms, which within the wide range of Brazil's external relations it is the type of South-South cooperation that the country considers the priority. On the other hand, this paper reflects on Brazilian cooperation with other emerging and system-affecting countries that belong to other continents, such as South Africa, India and China, and in a different level, Russia. The article is based on a theoretical framework that identifies a medium power's multilayered behavior in terms of external conditionality and autonomy margin.
