Was the wolf as ferocious as it was portrayed? The European External Action Service and the European Union development policy
Abstract
The establishment of the EEAS in 2010 raised controversies over the attribution of certain prerogatives in the field of development cooperation to this newly created organ while incorporating the so called crisis management structures, formerly located within the Council General Secretariat. Once the EEAS’ phasing-in period has already elapsed, it seems appropriate to revisit that debate in order to determine whether the aforementioned concern about an eventual loss of identity of the European development policy was justified or not on the basis of the practice.
