The relationship between social work and the implementation of Alternative Measures to imprisonment: opportunities and weaknesses of a new domain of social intervention
Abstract
Since the first decade of the 2000s, Community Service has become consolidated as one of the principal forms of implementing Alternative Measures to imprisonment in Spain. The creation of the Services for the Management of Penalties and Alternative Measures to oversee the implementation of this type of sentence entailed the inclusion of social workers within them. The development of Workshops for certain kinds of sentences as a way of carrying out Community Service, and the participation in them as workshop coordinators, can be interpreted as the opening of the system to a new relationship between social intervention and penal implementation. This is a form of soft control over penal implementation entrusted to multiple professions, among them social work.
This article offers a reflection on the development of that linkage. It does so by using sufficient empirical materials to initiate an informed debate on the role of social work in penal implementation. Adopting a case-study methodology and analyzing the different dimensions of the action, the research examines in depth one of these Workshops that can serve as an exemplary case carried out through group videoconferences.
The results show the strengths and weaknesses of the intervention and of the inclusion of social workers in action, and set out the effect on participants of the Workshops’ orientation toward the offender’s responsibilization.
