Abstract

In the light of various international crises, a special divergence modality was established - “Asymmetric Diplomatic Crisis (CDA)” -, in which the escalation to an armed conflict results impossible to occur, the actors involved are more diverse and the dynamics are particular. After the detailed analysis of the so-called “Honecker affaire”, an intensity curve is constructed that identifies phases, sub-phases, milestones and intensities of the diplomatic conflict that faced Chile with Germany between 1991 and 1992 and, to a lesser extent, Russia. Thus, a model and a tool for monitoring and evaluating CDAs are offered, which, by objectifying and quantifying tension levels, allow past crises to be studied or support decision-making in future scenarios.
